Current Status of 2024 Amendment Cycle
The Commissions will take up the 2024 Comprehensive Plan Amendment cycle text amendments at scheduled public hearings on June 11 (Board of County Commissioners) and June 19 (City of Tallahassee Commission). Agendas will be posted to the Leon County Website and on City of Tallahassee BoardDocs. 2024 Comprehensive Plan Amendment cycle small-scale future land map amendments and concurrent rezonings were adopted on April 9 (Board of County Commissioners) and April 10 (City of Tallahassee Commission).
Proposed City Amendments
2600 Plant Street (TMA 2024 007)
Applicant: Bannerman OPP Fund, LLC
Jurisdiction: City of Tallahassee
Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Government Operational (GO) to Suburban (SUB) on approximately 2.3 acres. The parcel is located west of the intersection of Mabry Street and Plant Street. The current Government Operational land use category is intended to apply to properties owned by the local, state, or federal government. This property is privately owned. The proposed Suburban land use category is intended to encourage economic investment through placement of employment and shopping opportunities with convenient access to low to medium density residential uses. Residential development is permitted up to 20 dwelling units per acre in the requested FLUM designation.
There is no concurrent rezoning on this property. The existing zoning on the subject parcel is Light Industrial (M-1).

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from Residential Preservation (RP) to Urban Residential 2 (UR-2) on approximately 1.51 acres. The parcel is located on the north side of Mahan Drive between Marys Drive and Blair Stone Road. The proposed Urban Residential 2 land use category is intended to encourage a range of density housing, thereby promoting infill development, reducing urban sprawl, and maximizing efficiency of infrastructure Residential development is permitted up to 20 dwelling units per acre in the requested FLUM designation.
Rezoning Application: A rezoning application will be processed concurrently with this amendment. A zoning change from Residential Preservation – 2 (RP-2) to Medium Density Residential (MR) is requested to implement the proposed amendment to the Future Land Use Map. The maximum gross density allowed for the new residential development in the MR district is 16 dwelling units per acre, with a minimum gross density of 6 units per acre.

Small Scale Map Amendment: This is a request to change the Future Land Use Map (FLUM) designation from a split designation of Central Urban (CU) and Residential Preservation (RP) to Central Urban (CU) on approximately 1.78 acres. The parcel is located at the northwest corner of East Magnolia Drive and South Gadsden Street. The current Residential Preservation category is intended to protect existing stable and viable residential areas from incompatible land use intensities and density intrusions. The current and proposed Central Urban category is intended to provide a variety of residential types (up to 45 DU/AC), employment (includes light manufacturing), office and commercial activities.

The parcels are located on Osceola Street from the intersection of Holston Street to Pasco Street. The current Residential Preservation category is intended to protect existing stable and viable residential areas from incompatible land use intensities and density intrusions. The proposed Neighborhood Boundary category is intended to create a transition area between residential development and more intensive development with neighborhood scale non-residential and residential uses.

Joint Text Amendments
House Bill 1379 (TTA 2024 003)
Applicant: Tallahassee- Leon County Planning Department
Text Amendment: House Bill 1379, recently signed into law by the Florida Legislature, requires local governments to consider the feasibility of providing sanitary sewer services for developments of more than 50 residential lots that have more than one onsite sewage treatment and disposal systems (OSTDSs) per acre within a 10-year planning horizon (not required for rural areas of opportunity). HB1379 also requires local governments to update their comprehensive plans to include a sanitary sewer planning element by July 1, 2024, and requires local governments subject to a Basin Management Action Plan (or located within the basin of waters not meeting applicable nutrient-related water quality standards) to provide the Florida Department of Environmental Protection with an annual update on the status of the construction of sanitary sewers to serve such areas. This amendment will bring the Comprehensive Plan into consistency with this new state law.

Solar Amendment (TTA 2024 004)

Text Amendment: This is a publicly initiated request to amend Policy 2.2.20 [L] Agriculture/Silviculture/Conservation to reflect subsection 3 of the Florida Statutes 163.32051 Floating Solar Facilities. The proposed amendment would remove text that limits the statutory provisions and provide flexibility to promote expanded use of floating solar facilities in areas designated Agriculture/Silviculture/Conservation on the Future Land Use Map, as required by the Florida Statutes. The term "floating solar facility" refers to a solar facility that is located on wastewater treatment ponds, abandoned lime rock mine areas, stormwater treatment ponds, reclaimed water ponds, or other water storage reservoirs, as specified in FS. 163.3205(2). This amendment will bring the Comprehensive Plan into consistency with this new state law.

Comprehensive Plan Amendment Meeting Descriptions
The Comprehensive Plan amendment process includes a series of meetings. Descriptions of these meetings are below.
Public Open House - This open house occurs soon after the application deadline. The primary purpose of this meeting is to inform the public of the applications received and provide an opportunity for preliminary comments.
Local Planning Agency Public Hearing - This is a statutorily required public hearing with the Local Planning Agency. At this hearing, the LPA receives TLCPD staff recommendations on each of the proposed amendments and moves their own recommendations for the Joint City-County Commission. Each interested citizen has up to three minutes to speak.
City Adoption Public Hearing - This is a statutorily mandated public hearing with the City Commission. The Commission reviews comments received from State agencies regarding each of the proposed amendments and votes on whether to adopt the proposed amendments. Each interested citizen has up to three minutes to speak.
Transmittal Public Hearing - This is a statutorily mandated public hearing for Text Amendments with the City and County Commissions. The Commissions vote on whether to transmit the proposed amendments to the state land planning review agencies. Each interested citizen has up to three minutes to speak.
Adoption Public Hearing - This is a statutorily mandated public hearing with the City and County Commissions. A Transmittal Hearing is not required for Small-Scale Map Amendments. The Commission reviews comments received from State agencies regarding each of the proposed amendments and votes on whether to adopt the proposed amendments. Each interested citizen has up to three minutes to speak.
